While this is true, SEWD is active in monitoring the fishery below New Hogan reservoir and has endeavored to alleviate fish passage issues throughout Mormon Slough. An emphasis should be placed on habitat restoration in downsteam areas to support outmigrating fish and alleviate additional fish passage issues as identified in DWR's Calaveras Fish Passage Barriers Assessment (2007).

I fully agree that SEWD is making great progress in removing barriers to fish passage. Just acknowledging that there still are physical barriers on their list and the fact that flows are seasonally quite low, which might only get worse through time.

Seasonally low flow can limit fish passage, as can physical barriers to fish passage.
